Chairman Steve Paisley called the meeting to order.

State reports were presented in order by NC ERA-87 objectives. Discussion followed each presentation.

Extension Review:
Discussion was held reviewing NCBA Producer Education Committee, NCBA learning/production system, and the eXtension activities. Regional IRM workshops were reviewed and it was noted they used mostly NC-225 data. NCBA white paper on national and state extension was also discussed. Also discussed were the 2005 regional reproduction meeting series that have been successful and upcoming meetings which will be held in August 2006. Discussion followed about developing a cow management series of regional meetings.
Addition topics of discussion were: Should we be meeting at ARS stations, having them as part of our programming, and how best to disseminate their information? It was indicated that Don Boggs and Steve Paisley should contact Renee Lloyd, NCBA staff member, or whoever appropriate, to make sure they know we recognize their white paper and to discuss future opportunities to be proactive in providing information to beef producers, and to participate in future programming. Rick Rasby and Cody Wright were charged to converse with 1020 committee about a joint distillers education program. Meeting was recessed (5:00 pm) for a facility tour. Mike Smith, Department Chair, gave the committee a tour of the Animal Science building.

An excellent supper was served by the Missouri graduate students.

June 14, 2006, Reconvened 8:12 am
Business meeting:
Gary Cormwell gave the administrative report covering USDA structure and budget. He indicated that the minutes need to be filed by 60 days post meeting date.
Dave Lahman moved that the chairperson draft a letter to endorse a new NRC for Nutrient Requirement of Beef Cattle. Seconded by Dan Faulkner, motion carried.
Dan Faulkner moved to accept last years minutes as printed, seconded by John Hall, motion carried.
Symposium for the Midwest ASAS meeting. Several ideas were discussed. A committee was appointed to develop a symposium on phosphorus and the cows relationship with her environment. Appointed were: Jim Russell, Twig Marston, and Cody Wright. Committee was instructed to check with ARPAS about publication. Rick Rasby asked that the symposium be well advertised to get extension educators in attendance.
Steve Paisley moved the 2007 host site be the University of Wyoming, Laramie, and dates be set as June 11and 12, John Hall seconded the motion, motion carried.
Election of Officers. Rick Rasby nominated Cody Wright to be secretary, Dave Lahman moved to elect by acclimation, seconded by John Hall, motioned carried.
Don Boggs gave an administrative report. The new objectives were reviewed. Some of his suggestions and thought are:
" Looking for more cooperation between units.
" Collaboration with western section committees.
" Asked members to include their publication list with reports.
" Invite graduate students to attend our meetings.
" Interact with committees 1021, 206, and 1020.

We discussed and decided to invite representatives in from NCBA Production and Research committee to our meeting in Laramie, Wyoming.
Don Boggs reminded us that next year reports will follow the new objectives.
Ideas of collaboration were discussed. They included:
" Male reproduction, bull development and management.
" Phosphorus sampling.
" Grain by- or co-products.
" Trace mineral monitoring (copper and zinc).

Brief Summary of Minutes

Chairman Twig Marston called the meeting to order. Host Steve Paisley welcomed the group and shared logistical information. Introductions were made.
Doug Hixon, Department Head  University of Wyoming Department of Animal Science,provided an overview of the department.
State reports were then presented alphabetically within each objective.

Business meeting
At the beginning of the business meeting the committees extend sympathy to Virginia Tech for the tragedy they endured and offer any assistance they may require. Gary Cromwell provided the CSREES report. The organization has experienced substantial cutbacks in travel money. Some committees may have to meet without a CSREES Advisor in attendance. Dr. Cromwell distributed an update from CSREES and the current organizational chart for USDA. The new program direction for animal nutrition is Charlotte Kirk Baer. She was previously the Program Director for CAN with National Research Council. Ralph Otto has
moved from Deputy Administration for Plant and Animal Systems to Associate Administrator for CSREES. CSREES is currently undergoing changes  there has been talk in Washington, DC, about joining ARS and CSREES into one organization in new Farm Bill. USDA is currently operating under continuing resolution and likely will until the end of the fiscal year. The Presidents 2008 budget is similar to what was submitted for 2007. The new proposal is currently being marked up in committees. The 2002 Farm Bill is scheduled to be reauthorized and the new Farm Bill is being marked up. USDA is recommending that ARS and CSREES be combined into REES. A handout was distributed containing all of USDAs proposals. NASULGC has prepared a proposal for consolidation of ARS, ERS, CSREES, and the Forest Service. This would create an institute and would call for an increase in funding, but mostly competitive in nature&less formula funding. Dr. Cromwell reminded the group that the minutes of the meeting need to be in within 60 days. Discussion was held regarding a symposium at the Midwest ASAS meeting. It was decided, by vote, to not host a Midwest ASAS symposium and the join in with Extension and Ruminant Nutrition committees on a proposed symposium on sulfur nutrition in ruminants. Discussion was also held regarding sponsoring a symposium on an every-other-year basis at Midwest ASAS. No formal action was taken. Discussion was held relative to securing a long-term sponsorship commitment for a symposium with a goal set of finding a financial partner willing to go 3 to 5 symposium.
A discussion was held regarding the potential for collaborative research and(or) publication. It was suggested that this research and(or) publication could serve as a springboard for a Midwest ASAS symposium. Potential topics brought up included:
1. Replacement heifer growth and development.
2. Replacement heifer estrous synchronization protocols with timed AI
3. Supplementing cow forage-based diets with ethanol industry and grain processing byproducts
4. Replacing forage intake to increase stocking rates with ethanol industry and grain processing by-products
Discussion was held regarding potential new members. The following faculty members were suggested:
1. John Jaeger, Kansas State University, ARC, Hays, KS
2. Rachel Endecott, Montana State University, Miles City, MT
3. Rick Funston, University of Nebraska, North Platte, NE
4. Scott Lake, Purdue University, West Lafayette, IN

The election was held. Steve Boyles was elected as the new secretary. Cliff Lamb will ascend to Chair and Cody Wright will ascend to Vice Chair for 2008.
The next meeting will be held on June 9 and 10, 2008, in Kentucky. Roy Burris from the University of Kentucky will be the host.

Accomplishments

Members of the NCERA087 committee continue to provide leadership to beef cow-calf management extension programming and applied research activities in states representing over a third of the nation's beef herd. In addition to numerous educational meetings and research reports in their respective states, committee members hosted a very successful symposium at the Midwest ASAS meetings. The topic for this year addressed the cow's relationship with her environment, especially in relationship to phosphorous nutrition. Target audience for this symposium consists of state, regional and some local extension educators, graduate students and allied industry personnel.

Brief Summary of Minutes

Roy Burris welcomed the group to Kentucky.
Bob Harmon, Department Chair, welcomed the group to University of Kentucky.

Dr. Don Boggs gave a brief overview of the Farm Bill and informed the group that ARS and CREES are in the process of integration. He hoped we would have time at the end of meeting to discuss future ideas for joint projects. Don is taking over additional responsibilities at KSU and therefore, this will be his last meeting as our advisor. This is the year of a NCR Mid-Term Report.

Morning: Station Reports

Dr. Nancy Cox, University of Kentucky Director of Agricultural Research, spoke to the group.

Station Reports were continued.

A tour of the University Beef Cattle Research facilities occurred after station reports.

Other topics discussed:

Rick Rasby discussed E-extension and invited participation. The group discussed how commodity groups, such as NCBA, find value in providing education as a marketing tool for recruitment.

The group appreciates the kind offer of Jim Russell to host the meeting. The projected dates for next meeting will be June 9-10, 2009. This will be Tuesday (AM/PM and Wednesday (AM). The location will be Iowa.

Additional members: The group discussed the potential for having additional members from other states. Group members are encouraged to contact individuals that they feel would find our activities valuable to them. NECERA-87 is not restricted to the central region so anyone from any region is welcome to participate.

Because some of the objectives of NC-1020 appear similar to ours, the group felt that we should investigate some cooperative activities with that NC-1020.

The following are some proposed symposiums for consideration for the Midwest ASAS meeting. Time: Tuesday PM  presentation 30 minutes, 5 minutes discussion and include a break.

Concerns were expressed over the low attendance. Numerous conflicts were realized and planning for 2009 will need to address those potential conflicts.

Accomplishments

Being an NCERA Coomittee, the primary accomplishments come in the form of enhanced cooperation, mentoring of newer committee members, sharing of extension programming ideas, and communications regarding new research and extension efforts at the various stations. An annual report from all stations is produced and distributed annually. Members of the committee are highly active in eXtension and most have strong linkages to state and national constituency groups. The committee hosts a highly successful educational symposium in conjunction with the Midwest ASAS meetings in odd numbered years.

  1. NCERA087 committee members have primary responsibilites for beef extension activities in states comprising over one-third of the nations beef herd. Significant economic impact is generated through the applied research and extension/outreach activities of this committee.

Accomplishments

The objectives of NCERA-087 are: <br /> 1. Development of cow-calf production systems which reduce unit cost of production while still producing high quality beef that meets the demands of todays consumer. <br /> 2. Development and integration of reproductive management technologies into management systems. <br /> 3. Development of profitable, environmentally sound, cow-calf production systems which encouraging efficient use of feed resources in cow calf operations. <br /> 4. Maintain and enhance formal and informal linkages which facilitate outreach and information sharing among committee members and with beef cattle producers in the region. <br /> To accomplish these objectives, members of the committee have actively conducted applied research, developed and disseminated Extension programming, and collaborated on the development of multi-state efforts such as the eXtension Beef Cattle Clearinghouse community of practice. Reports on research projects and extension programs were shared by each of the committee members present and discussed within the group. The reports are collected and distributed to all committee members annually. Committee members also collaborated on the development of a symposium to be held at the 2010 Midwest Section American Society of Animal Science Meeting. This symposium has been held approximately every other year and has been extremely well received.<br />

Impact Statements

  1. Research and Extension efforts NCERA-087 committee members have had a positive impact on beef production in the North Central region and across the country. Results of essential applied research have increased the knowledge base on how to utilize new technologies and feed ingredients to improve profitability of beef production enterprises. Extension programming developed by committee members has increased the knowledge base and skill set of Extension educators and beef producers.
